CALL TO ORDER
Meeting was called to order at 7:01pm by Supervisor Peter Shrope at the Brighton Town Hall at 12 County Road 31 (aka Jones Pond Road) in Paul Smiths, New York, on February 11, 2021
Pledge of Allegiance to the Flag was recited

Notice posted on the Town Clerkís Sign Board on February 4. Notice published in the Adirondack Daily Enterprise on Tuesday, February 9, 2021, to cover all Regular Monthly meetings for 2021.

REPORTS

HIGHWAY – Superintendent of Highways Andy Crary: Plowing and sanding of Roads; mixed up salt with sand, used loader to move back banks at snowmobile crossings, on the side roads, and at the fire station; repaired hydraulic hose on 2013 truck, started cutting the banks back on the roads; cleaned the shop and the trucks; purchased new cutting edge for the F350 pickup truck plow. The new Freightliner truck is being built; financing is through Kansas State Bank, need a $50,000 check for the down payment to get the truck. The extended warranty in the amount of $8,528 will be paid directly to the truck company.

RESOLUTION #11-2021
PURCHASE OF 2021 FREIGHTLINER PLOW TRUCK WITH KANSAS STATE BANK
Motion made by Supervisor Peter Shrope, second by Amber McKernan,

RESOLVED that the Town Board authorizes the Supervisor to sign an Installment Purchase Contract with Kansas State Bank to purchase a 2021 Freightliner Truck with Tenco Body including plowing equipment for the amount of $183,150.00, and
BE IT FURTHER RESOLVED that the Supervisor be authorized to make a down payment of $50,000 in February 2021 and the balance of $133,150 be made in five annual payments of $28,899.21 which includes interest of 2.790% starting in February 2022 to Kansas State Bank to purchase the Truck.

TOWN CLERK – Elaine Sater: Total revenue to Supervisor as of January 31, 2021, was $508.42 from 8 dog licenses issued, 5 renewed and 3 new (Tag#s 247 through 249), 4 Building permits (BP#21-001 through 003, and #16-018), and 1 Notary Signature
December 31, 2020, amount reported given to the Supervisor at the January meeting was incorrect, the total revenue received by this Office was $80.25, amount given to Supervisor was $67.25 as noted on the Supervisorís Report in the January 14, 2021 minutes; the balance went to the NYS Department of Agriculture and Markets from Dog Licenses.
January 21 verified contact information with the NYS OSC (Office of Services Contracting)
January 26 mailed Resolution #5-2021 and Audit of Town Justiceís Financial Records to the Office of Court Administration
February 2 reordered the Dell Computer; the processor had to be changed

Records Management: Updating records retention codes for Records Index and destruction of documentation., starting to shred/dispose of documentation that has passed its retention period
January 22 received an email from “Open the Books.com”, Janis Farese, America Transparency, asking for the electronic files of “any” and “all” vendor payee payments. Sent a file of Abstracts listing name, address, amount and Check Number of each voucher for each month in 2020.

HISTORIAN – Elaine Sater: Nothing to Report

TAX COLLECTOR – Holly Huber: Nothing to report.

TOWN JUSTICE – Nik Santagate: Supervisor Peter Shrope received a check in the amount of $1,959.00 for 16 cases disposed during January, the amount is the same as December Report. Court is currently closed to in-person visits.

CODE ENFORCEMENT OFFICER – Paul Blaine: Issued 3 building permits (BP#21-001 thru 003), two Certificates of Compliance (BP#s17-030 and 18-018), and 1 Certificate of Occupancy (BP#20-044).

ASSESSOR/DATA COLLECTOR – Roseanne Gallagher: Nothing to Report

SUPERVISOR – Peter Shrope: Received an email from Paul Smithís College “Dean of Fun” thanking the Highway Department for keeping parking areas along County and Town Roads open for access to recreational trails. Highway Superintendent Andy Crary commented that it is easier to clear an access area or a parking area then to plow around cars parked in the road.

Budget: Budget update as of January 31, 2021, was distributed to Town Board
Revenue received was $237.86 from Franklin County for stumpage, $483,021 from Tax Collector (made Town Budget whole), $675 from Franklin County Traffic Diversion, $1,959 from the Town Justice, and $508.42 from the Town Clerk
NYCLASS investment interest received for January as follows: $4.63 for General Fund Balance is $111,155.97; $1.73 for Highway Fund Balance is $42,361.45.

CITIZEN COMMENTS
Jeremy Asmus Facility Manager at Paul Smithís College introduced himself to the Board. He is a permanent employee and not just interim.

BUSINESS

PUBLIC EMPLOYER HEALTH EMERGENCY (PEHE) PLAN: Supervisor Peter Shrope did not receive any feedback from the CSEA Union, plan is ready for approval by Board.

RESOLVED that the Town Board of the Town of Brighton adopts the “Public Employer Health Emergency Plan” as directed by NYS Labor Law Section 27-c and NYS Education Law paragraphs k and l of Subdivision 2 of Section 2801-a (as amended by Section 1 or part B of Chapter 56 of the lays of 2016)

RESOLVED that the Town Board authorizes the Supervisor to sign a Shared Services Agreement with the NYS Department of Transportation (DOT) for 4 years from January 1, 2021 thru December 31, 2024.

RESOLVED that the Town Board authorizes the Supervisor to sign a Contract for Services with the Town of Harrietstown in support of the Adirondack Regional Airport for 2021, and
BE IT FURTHER RESOLVED that the Supervisor be authorized to pay the amount of $1,500 to the Town of Harrietstown in support of the airport for 2021.

SARANAC LAKE ADULT CENTER SERVICES: Supervisor Peter Shrope received a request from the Saranac Lake Adult Center for support of their Meals on Wheels Program for seniors during 2021.

Motion made by Supervisor Peter Shrope, second by Steve Tucker,
RESOLVED that the Town Board authorizes the Supervisor to sign a Contract for Services with the Saranac Lake Adult Center in support of Meals on Wheels for seniors in the Town of Brighton for 2021, and
BE IT FURTHER RESOLVED that the Supervisor be authorized to pay the amount of $850.00 to the Saranac Lake Adult Center in support of the Meals on Wheels Program for 2021.

COMMITTEES

Assessment/BAR – Lydia Wright/Matthew Szeliga: Suggestions for a new Board of Assessment Review member were requested.

Parks & Recreation – Supervisor Peter Shrope/Amber McKernan: Still waiting for corrected Lease on Park to be signed by Paul Smith’s College.
Amber McKernan thanked the Highway Department for keeping the parking lot accessible for snowmobilers, especially allowing them to easily unload snow machines by piling up snow at one end of the lot, there is no gas available in Gabriels this year, Charlesís Inn in Lake Clear is closed on Tuesdays, young people are using the park fields to learn how to drive snowmobiles.

PREPAID FUNDS: Abstract #2 for Voucher #s 2A thru 2C for 2021 GENERAL FUND in the amount of $537.15 and STREET LIGHTING FUND: Voucher #2C in the amount of $78.32
GENERAL FUND: Abstract #2 for Voucher #25 through #43 for 2021 funds in the amount of $35,238.73 HIGHWAY FUND: Abstract #2 for Voucher #11 through #20 for 2021 funds in the amount of $66,963.04
