Meeting was called to order at 7:01pm by Supervisor Peter Shrope at the Brighton Town Hall, 12 County Road 31 (aka Jones Pond Road), Paul Smiths, New York, on Thursday, April 14, 2022, with the following:

REPORTS

HIGHWAY – Superintendent of Highways Andy Crary:
Took truck to Plattsburgh for inspection and had the clutch adjusted; had the notice for the roads posted by the Town Clerk, moved snow at the prison for Fire Department training; cleaned trucks and shop; changed oil in New Holland tractor; purchased new tires for the tractor, started sweeping roads, changed bristles on the broom; dismantled snow equipment on 2013 and 2021 trucks, plowed snow; made dump runs; cleaned up sticks around Town Hall lawn; purchased a pallet of cold patch; warranty on F350 pickup will expire in 3,000 miles, need to purchase new tires, need to order new truck now for next year, currently there is a long lead time (12-18 months) on orders; dismantled snow equipment on 2015 truck; met with Brunell Asphalt to discuss paving schedule for the summer, would like to pave Tebbutt Road from County Road 30 for .5-mile, 20 ft wide, and 2 inches deep, cost will be $14,900 for machine and workers, and $72 per ton for tar, waiting for CHIPS funds before committing to paving; started cleaning up cemeteries; started summer hours: 4 ten-hour days; would like to discuss hiring summer help; picking up debris at the park.

RESOLUTION # 30-2022
PURCHASE OF 1 YEAR EXTENDED WARRANTY, 4 TIRES AND ORDER A NEW 2023 F350 PICKUP
Motion made by Supervisor Peter Shrope, second by Amber McKernan,
RESOLVED that the Town Board authorizes the Superintendent of Highways to purchase a 1-Year Extended Warranty on the F-350 Pickup Truck Not to Exceed $2,370 and
BE IT FURTHER RESOLVED that the Superintendent of Highways be authorized to purchase four (4) new tires for the F-350 Pickup Truck Not to Exceed $1,200, and
BE IT FURTHER RESOLVED that the Superintendent of Highways be authorized to order a new 2023 F350 pickup truck from State Contract from the Ford Dealer for purchase in 2023.

March 15 ñ Mailed notice of audit of Justiceís Financial Records to NYS Unified Court System with Resolution #20-2022, posted notice for Special Board Meeting at 5pm on March 16, emailed notice to Adirondack Daily Enterprise for notification of media
March 17 ñ Posted Notice for Closing of Town Roads for March and April to trucks with more than 5 tons of axel weight. Published notice in Adirondack Daily Enterprise.

RECORDS MANAGEMENT: Indexing Vol 12 of Minutes (1981 thru 1984), shredding documents as per the LGS-01 Records Retention and Disposition Schedule. Received update to LGS-01 and posted changes: Town Copy of Tax Map has to be kept a minimum of 10 years.

RESOLVED that the Town Board authorizes the Town Clerk Elaine Sater to use the copier and printer at no cost in her position as the Secretary for the Clinton, Essex, Franklin County Town Clerksí Association.

Assessor Meeting – Met with John Stack, State Real Property, and Assessor Roseanne Gallagher to discuss Re-evaluation for Town
Parking Lot in Front of Town Hall: Received notice of Use of State-Owned Property Permit expiring from NYS Department of Transportation. Last Permit was signed in 2005. The State is changing to annual permits. Liability Insurance will be provided by Sid Spear Insurance in Malone.
Budget update as of March 31, 2022, was distributed to Town Board
Revenue received: $24,124.67 from Franklin County Plowing Contract, $400 for 2 Cemetery Plots, $2,942 from the Town Justice and $582.63 from the Town Clerk
NYCLASS investment interest received for March as follows: $10.53 for General Fund, Balance is $111,212.69; $4.01 for Highway Fund, Balance is $42,382.70

BUSINESS

Data Collection/Reevaluation ñ Supervisor Peter Shrope: Discussion was held with Assessor Roseanne Gallagher. She gave an update on the Data Collection. There are two large camps still left to collect data. The Equalization Rate is decreasing from 87% to 67% for 2022. A Re-evaluation needs to be competed. Roseanne Gallagher recommends hiring a company to verify the data, calculate the new assessments, mail out the notifications to property owners and conduct the informal hearing before Grievance Day 2024. The last evaluation was done in 2006. An RFP should be created to make sure everything is covered by the company hired. John Stack from the Real Property Regional Office can help with the wording.

Post-Closure Landfill Monitoring Agreement ñ Supervisor Peter Shrope: Received notice that Michael Martin, the person who handles the Post-Closure Landfill Monitoring has changed companies from Cederwood Engineering to AES Northeast and is keeping the agreement with him. The agreement is remaining the same except for the change in company name. The original Agreement was approved under Resolution #18-2022 at February 10 Board Meeting.

POST-CLOSURE LANDFILL MONITORING AGREEMENT

RESOLVED that the Town Board authorizes the Supervisor to sign an agreement with AES Northeast, of Plattsburgh, NY, for Post-Closure Landfill Monitoring for 2022 in an amount Not to Exceed $6000.00

Dole Historical Marker ñ Supervisor Peter Shrope: Received invitation to Ceremony and Reception for Dole Historical Marker Unveiling Ceremony and Gravesite Rededication on May 2. Highway Department will dig the hole for the sign.

ADK Action Road Salt ñ Supervisor Peter Shrope: Received letter requesting support for reducing use of road salt. They have received funding from the Lake Champlain Watershed. Asking Town to reaffirm support by a Memorandum of Understanding for Superintendent of Highways to participate.

RESOLUTION #32-2022
MEMORANDUM OF UNDERSTAIDING FOR SALT REDUCTION WITH ADK ACTION

RESOLVED that the Town Board authorizes the Town Supervisor to sign a Memorandum of Understanding with ADK Action to support reducing salt use on Town Roads by the Highway Department.

Town Hall Roof ñ Supervisor Peter Shrope: No further information

COMMITTEES:

Parks and Recreation ñ Peter Shrope/Amber McKernan: Port-a-Potty will be requested for May 1 thru November 30. Discussion held on reopening building; staffing issues was the reason it was closed.

Cemetery ñ Amber McKernan/Steve Tucker: Supervisor Peter Shrope and Steve Tucker will meet with Pine Haven/Bruce Sawyer to discuss working on more stones. Superintendent of Highways Andy Crary said more sand was needed to fill in grave sites.

CITIZEN COMMENTS:
Jeremy Asmus -Paul Smithís College: Pancake Breakfast is being held on Saturday April 23, at the Sugar Bush on White Pine Road, proceeds to go to Paul Smiths-Gabriels Volunteer Fire Department; Commencement is May 7; and work will start on St Regis Lake shoreline April 23. Winter 2023 University Games Contract is with lawyers.
