October 10, 2022 Special Town Meeting (Draft)

CALL TO ORDER
Meeting was called to order at 5:35pm by Supervisor Peter Shrope at the Brighton Town Hall, 12 County Road 31 (aka Jones Pond Road), Paul Smiths, New York, on Thursday, October 20, 2022, with the following:
Pledge to the Flag was recited.

Council Members: Amber McKernan and Steve Tucker,
ABSENT: Council Members Matthew Szeliga and Lydia Wright
OTHERS PRESENT: Andy Crary-Superintendent of Highways, Richard Meagher-Budget Officer, Elaine Sater-Town Clerk and one resident.
GUESTS: None

NOTICE OF MEETING:
Notice of this meeting was posted on the Town Clerkís Sign Board on October 18, 2022, written notice was provided to Town Board members, and the Adirondack Daily Enterprise was notified by fax. There was no quorum for the Special meeting of October 13, 2022.

REVIEW OF THE TENATIVE BUDGET FOR 2023
Richard Meagher went through the Tentative Budget for 2023 line-by-line. General Fund salaries are increased by the Cost-of-Living rate by about 8.7% as is Board policy for salaries and wages. The Assessor contractual line A1355.4 includes funding for a real property reassessment to start in 2023. The contract from Saranac Lake Volunteer Rescue Services was received; budget line A3625.4 is increased by $2,639 to $35,279. Highway wages were increased by 26% at a Special meeting earlier in the year.

RESOLUTION #51-2022
PRELIMINARY BUDGET FOR 2023
Motion made by Supervisor Peter Shrope, second by Amber McKernan,
WHEREAS the Budget Officer Richard Meagher completed the Tentative Budget for 2023, and the Town Clerk Elaine Sater, distributed the same to the Town Board on September 27, and
WHEREAS the Town Board has reviewed the Tentative Budget for 2023,
NOW THEREFORE BE IT RESOLVED that the Town Board approves the Tentative Budget for 2023 with the following changes to be the Preliminary Budget for 2023:
Increase General Fund Account A1625.4 by $2,639 to $35,279
Increase the General Fund Balance used to offset the tax rate by the same to $146,050
Roll Call Vote: Aye 3 (McKernan, Shrope, Tucker), Nay 0, Absent 2 (Szeliga, Wright)
Resolution #51 declared duly adopted

PUBLIC HEARING FOR PRELIMINARY BUDGET FOR 2023
Motion made by Supervisor Peter Shrope, second by Amber McKernan to hold a public hearing on the Preliminary Budget for 2023 on Thursday, October 27, 2022, at 6:30pm
