A Special Meeting of the Town Board of the Town of Brighton, Franklin County, NY, to discuss the Preliminary 2024 Budget, was held Saturday, October 28, 2023, at 10am, at the Brighton Town Hall, 12 County Road 31, Paul Smiths, NY, with the following:

Meeting was Called to Order by Supervisor Peter Shrope at 10:01 AM.

ABSENT: Councilmember Steve Tucker

BUSINESS

Appointment of Second Deputy Town Clerk
RESOLUTION #42-2023
APPOINTMENT OF SECOND DEPUTY TOWN CLERK
Motion made by Supervisor Peter Shrope, seconded by Amber McKernan,
RESOLVED that the town board appoints Elizabeth DeFonce to the position of Second Deputy Town Clerk for the period from October 28, 2023 to December 31, 2023.
ROLL CALL VOTE: Aye 4 (McKernan, Shrope, Szeliga, Wright), Nay 0, Absent 1 (Tucker)

Preliminary Budget for 2024
RESOLUTION #43-2023
PRELIMINARY BUDGET FOR 2024
Motion made by Supervisor Peter Shrope, seconded by Lydia Wright,
RESOLVED that the town board approve the preliminary budget for 2024 as follows:
All salaries were increased by 3%.
General Appropriations decreased by $3,543 from $526,368 to $525,579.
General Revenue: Decreased by $4,415 to $49,569.
Highway Appropriations: Increased by $18,338 to $465,997.
Highway Revenue: Increased by $5,150 to $132,900
Fire District increased by $3,193 to $109,620.
Street Lighting remained the same at $900
General Fund Balance of $141,671 will reduce the Amount to be Raised by Taxes to $334,249
Highway Fund Balance of $40,000 will reduce the Amount to be Raised by Taxes to $293,097
Tax Cap is $737,866 for the Total Budget
Change from 2023 is 2.8% which is under the Tax Cap for the Town, and
BE IT FURTHER RESOLVED, that the town board will hold a public hearing on Thursday, November 9, at 6:30 PM, for public input on the preliminary budget for 2024. The regular board meeting will follow immediately after the close of the public hearing.
